DISASTER RISK REDUCTION PROGRAM IN DEVI PATAN DIVISION, UTTAR PRADESH, IN SUPPORT WITH UNICEF
Considering the safety of school children and providing them a safe environment as a high priority area, the Natural Disaster Management Authority (NMDA) of India drafter the National Guidelines on School Safety Policy in 2016, with a vision of safety of school children. Against this backdrop, Devipatan Division (Shravasti, Bahraich, Gonda & Balrampur) has been selected for the model demonstration of many initiatives such as Early Childhood Education, out-of-school children, Early grade learning, WASH and DRR in schools. The interventions on DRR in selected schools will focus on creating awareness and improving the capacities of all concerned stakeholders, including government and non-government actors, for effective implementation of DRR in school, As part of this initiatives, 176 school (88 Primary Schools and 88 Upper Primary Schools) shall be focused upon.
About the Project
The Project initiated with base line survey in which 176 upper primary and primary schools were selected, which were effected by any kind of disaster. After the successfully executing baseline survey, TEAS project implementation unit started with the very first activity which was Technical Support Group formation, A district level Technical support Group were formed from all the four respective districts the TSG groups consist of district level officers whose responsibility was to provide with all type of Technical Support required during any kind of disaster.
Then with the very next activity of Focal Teacher Training was conducted which was three day workshop, in which about 2-3 teacher from every school among the 176 schools were trained on Risk Reduction during any kind of disaster.
The very next step was to to form and strengthen School Management Committee, upon the local disaster issues like, heat waves, flood, earthquakes, fire, thunderstorm, road safety etc. SMC were also trained to response in helping and rescuing the local communities, villagers also during any kind of disaster.
After this Formation and orientation of Children Task Force, whose aim was to aware and sensitize to the children, on structural and non structural safety measures. Members of Children Task Force were assigned with their Jobs, roles and responsibilities, like search and rescue, First Aid, Information and awareness team etc. Also a school level competition on poster, painting, slogan writing on various hazards such as flood, heat wave, cold wave, Lightening were organized to create awareness among the school children’s, about the disaster risk reduction. The top three winners from all the 176 selected schools were awarded with the prize. An awareness of village community level was also carried out in spreading the knowledge of disaster risk reduction through audio video.
The last phase of the project was to Hazard Risk assessment and mock drill conduction, this was carried out in 176 schools to aware the students to overcome any type of natural or artificial disaster.
